(a) All members of the Police and Fire Departments of the City shall receive payment of the compensation due them, whether by salary, hourly or daily wage, on the first and sixteenth days of each month, exclusive of overtime pay.
(b) All officers and employees of the other departments of the City shall receive payment of the compensation due them, whether by salary, hourly or daily wage, on a biweekly basis (every other Friday).

(c) The date on which Council shall be paid their salaries shall be:
(1) On the fifteenth of each and every month, or
(2) In quarterly installments on the fifteenth day of the last month of each quarter of the year.
The option for payment shall be exercised by the Council member upon the passage of this subsection (c) or at the beginning of a term of service.
