(a) No dog, cat, ferret, or other animal that is affected with, or has been exposed to, any disease that is contagious among such animals, shall be brought into, or kept in, the City without the written permission of the Health Commissioner, or his designee.
(b) Nothing in this section shall be interpreted to mean that dogs, ferrets, or cats immunized or re-immunized shall be allowed to run at large in violation of any rabies quarantine, law, ordinance, statute or regulation.
