154.05 ORGANIZATION AND MEETINGS.
   (a)   The Commission shall elect its own chairman and such other officers as it deems necessary. The Commission may adopt such by-laws and rules that are not in conflict with law or ordinance. The Commission shall render periodic reports to the Mayor and Council as said bodies require. It shall meet not less than four times annually.
   (b)   Effective October 1, 2002, there shall be a committee of the Commission which shall consist of twenty-five (25) members. The committee shall assist the Commission in carrying out the functions of the Commission. Twenty-one (21) members of the committee shall be appointed by the President of Council, based upon recommendations made by the members of Council and subject to confirmation by a majority vote of the Commission. Four (4) members of the committee shall be appointed by the Mayor, subject to confirmation by a majority vote of the Commission. The members of the committee shall be appointed for three year terms. The committee shall elect its own chairman and such other officers as it deems necessary. All actions of the committee shall require a majority vote of the membership of the committee.
   (c)   The Commission shall create from its members such other committees as it deems necessary to carry out the functions of the Commission.
   (d)   Council may facilitate the work of the Commission, may make its facilities available to the Commission, and may fund the Commission when appropriate.
