The Neighborhood Block Watch/Safe Streets, Inc. Commission shall be the governing body of the City-wide Block Watch Program, whose purpose is to make the City a safer place to live by accomplishing the following objectives:
(a) Reduce crime in the neighborhoods.
(b) Open lines of communication between residents and government.
(c) Encourage residents’ participation in solving residents’ problems.
(d) To cooperate with the City and other agencies to provide the necessary training for block watch participants and to ensure the safety of its members.
(e) Establish procedures to institute additional block watch programs in all parts of the City.
(f) Provide the means for residents to be trained in the Safe Streets program.
(g) Establish procedures to screen and identify members of the various block watch programs.
(h) Purchase necessary equipment, maintain a proper inventory, establish financial records and seek additional funding from non-City sources.
(i) To conduct such business as necessary to accomplish the goals and objectives herein established.
