   154.03 TERMS OF MEMBERS.
   The members of this Commission are to be appointed for three year terms. First year appointments shall be made in the following manner:
   Three for two years.
   Four for three years.
   All subsequent appointments shall be for the unexpired vacancies which may occur, or for a three year term.
