(a) Whenever a vacancy occurs on the Senior Citizens Advisory Commission or when a term of office expires, the Commission, by a majority vote of all the members, shall appoint the succeeding member for the remainder of the unexpired term or for the full term, and shall inform Council and the administration of the new membership.
(b) The Commission shall every two years select a permanent chairperson and shall establish rules and procedures as it deems appropriate to accomplish its purposes and objectives.
