(a) There is hereby adopted by the City, for the purpose of establishing rules and regulations governing conditions hazardous to life and property from fire or explosion that certain code known as the National Fire Prevention Code, as amended, and as supplemented herein.
(b) A complete copy of the Fire Prevention Code shall be kept on file at the office of the Clerk of Council, the office of the Fire Chief and in the County Law Library. The Clerk of Council shall keep copies available for distribution to the public at cost.

(c) The provisions thereof shall be controlling within the City limits on and after the effective date, to the extent that it pertains to fire prevention. If any of the provisions of “Part Fifteen - Fire Prevention Code” of these Codified Ordinances conflict with the provisions of the National Fire Prevention Code, the Ohio Revised Code, or the Ohio Fire Code, the more stringent rule or requirement shall govern.
