No person shall operate a guest establishment unless they hold a valid guest room permit issued by the Health Officer in the name of the operator for the specific guest establishment. This permit shall be displayed in a conspicuous place within the guest establishment at all times. Every permit shall expire at the end of the year following its date of issuance.
