Every window, exterior door and basement hatchway shall be weathertight, watertight and rodentproof, and shall be kept in sound working condition and good repair.
Every dwelling unit and each guest room in a dwelling or a lodging house shall have access to a passageway not less than three feet in width and with minimum head room of six feet six inches leading to a public street or alley.
All interior doors and hardware shall be kept in good condition, and in good repair. Locks at all entrances to guest establishment rooms shall tightly secure the door.
Windows shall be fully supplied with window panes which are free from open cracks or holes. Window sash shall be in good operating condition and maintain a proper fit within its frame.
Every interior partition, walls, floor, floor covering, and ceiling shall be capable of affording privacy, kept in a good state of repair and maintained so as to permit them to be kept in a clean, safe, and sanitary condition. Plaster, paint, and other surface materials shall be of such character as to be easily cleanable and smooth, clean, tight and free from peeling, cracked or loose plaster, drywall or decayed wood. All defective surface conditions shall be corrected as noted.
All dwelling units must have two or more unobstructed means of egress for each dwelling unit in one, two or three family units. The third floor egress shall be constructed of weatherized materials, incorporating a platform at the top and a descending stairwell to, at least, a second story level, and must be constructed to minimum Code standards.
