Every habitable room shall contain a window or windows, opening directly to the outside air, and facing a street, yard or other open space that meets the requirements of the Zoning Code. The total area of such window or windows shall not be less than fifteen percent of the floor area of such room. All window sash shall be glazed and provided with suitable hardware, and shall be made to open to the extent of not less than five percent of the floor area of such room unless an approved mechanical ventilating system is installed.
