Council, under the authority of Ohio R.C. 124.90, shall waive, suspend or alter any provision of Ohio R.C. Chapter 124 (Civil Service) which is necessary to avoid discrimination in employment with the City, and which is necessary for the City to do in order to comply with the State and Local Assistance Act of 1972 as amended, and any regulations of the U.S. Department of Treasury adopted pursuant thereto, the Civil Rights Act of 1964 as amended and any regulation adopted pursuant thereto, and any executive order which requires affirmative action in hiring procedures of federal contractors, or relative to discrimination in employment.
