It shall be the duty of the owner of every dwelling, dwelling unit, rooming house, rooming unit, structure or outbuilding which is vacant and left in either a secure or not secure and open state to fill to ground surface with rock, gravel, earth or other suitable material all excavations, wells, cesspools or structures, basements, cellars or cisterns and to properly drain or cover so as to eliminate the entrance of water or other liquids that may accumulate in or at a private residential swimming pool. Such private residential swimming pool shall have erected around it a barrier or fence which shall meet the requirements of Section 1327.04.
