1337.09 YARD AREA MAINTENANCE.
   (a)    Refuse.
(1)    Except for lawn furniture in good repair, no furniture, mattresses, household furnishings, rugs, appliances, abandoned railroad ties, tires, wheels, abandoned vehicle parts, unlicensed or inoperable or dilapidated automobiles, automobile parts, motorcycle parts, bicycles, or any motorized vehicle shall be placed or stored in any yard area contiguous to any structure within the City over a period in excess of twenty-four hours, provided, however, that such of the items as are set forth herein which are usually and ordinarily placed for a period of time not to exceed the next regularly scheduled Municipal refuse hauling date.

(2)    Exterior property areas of all premises shall be kept free of debris, building materials, objects, materials or conditions that, in the opinion of the Code Official, create a health, accident or fire hazard, or are a public nuisance, or constitute a blighting or deteriorating influence on the neighborhood. Broken glass, stumps, filth, garbage, trash and debris shall not be permitted on any property. Any firewood piles shall be of a neatly stacked appearance.

   (b)    Trees, Grass, Weeds and Shrubbery. All premises and exterior property including the area between the pavement and sidewalk or property line shall be maintained free from weeds and grass growth in excess of 10 inches (254 mm). All noxious weeds shall be prohibited. “Weeds” means all grasses, annual plants and vegetation, other than trees or shrubs, provided, however, “weeds” shall not include cultivated flowers and gardens or “landscapes or gardens” as prescribed and outlined in programs such as the Ohio Department of Natural Resources, Division of Wildlife’s Backyard Management for Wildlife Program, or other similar planned and managed programs. Participants in said programs shall notify by letter the Code Official as well as submit information about the Program. Plantings pursuant to such programs shall be limited to backyard areas. Decisions as to whether or not said landscapes are meeting the criteria of a “Backyard Management for Wildlife Program” shall be made by the Code Official. All trees, shrubs or plants shall be trimmed, or dead trees, bushes or such vegetation, decayed or broken portions thereof, shall be removed. No trees, shrubs or any vegetation situated on corner lots shall grow to obstruct the vision of motorists in accordance with Section 1167.03 of the Planning and Zoning Code.

   (c)    Appurtenant Structures.
(1)    All structures located in the yard area contiguous to all zoning categories within the City, such as sheds, barns, garages, bins and the like, shall be maintained in good repair in conformance with other provisions of this chapter having regard to foundations, roofs and exterior surfaces.
(2)    Any broken, deteriorated or decayed fence, yard enclosure, or other device or structure located in the yard area contiguous to all zoning categories within the City shall be repaired or removed. All fences shall be constructed with proper construction material.
(3)    All animal pens, runs and fences shall be properly constructed of or repaired with commercial building materials as approved by the Code Official.
   (d)    Ground Surface Hazards. Holes, cracks, excavations, breaks, projections and obstructions at any place on the premises which, in the opinion of the code official, are a hazard to persons using the premises shall not be permitted.
