(a) The Commission of Employment Practices shall be composed of five members designated by the Mayor, provided that the chairman and secretary of the Community Relations Board may not serve.
(b) The Mayor shall convene the Commission of Employment Practices originally. It shall elect its own chairman and secretary annually by majority vote. It shall adopt such rules as it shall deem expedient for the conduct of its business. The Commission shall meet not less than bi-monthly, except that during the months of July and August it shall meet on such dates as it shall determine. Other meetings of the Commission shall be held upon call of the chairman, or as may be determined by the Commission.
