143.02 ESTABLISHMENT; COMPOSITION; APPOINTMENTS OF MEMBERS.

A Community Relations Board of the City is established. Such Board shall consist of twelve members, all of whom shall be appointed by the Mayor, to serve without compensation. No official of the City shall be eligible to serve, excepting the Mayor, who shall serve as permanent chairman.
