Notices, rules, decisions and orders required or permitted to be issued and served pursuant to this chapter shall be served as follows:
(a) On the Owner.
(1) By certified mail, return receipt requested, to the person designated as owner or agent on the Trumbull County tax records. If the certified mailing is returned, the original letter shall be mailed to the last known address of the person by ordinary mail; or
(2) Posting a copy of the document in a conspicuous location on the premises of the owner, or on the property affected of the owner. "Conspicuous location" includes the walls of the front vestibule or any other common foyer, hallway, door or doorway on, near or inside the main front entrance; or
(3) By personal delivery of the document to the owner.
(b) On Any Other Person.
(1) By certified mail, return receipt requested, to the person at his or her last known address. However, if the certified mailing is returned, the original letter shall be remailed to the last known address of the person by ordinary mail; or
(2) By personal delivery of the document to the person.
The date of personal delivery, or the date of receipt of certified mail, shall be considered the date of service. The third day after the posting, or the third day after placing ordinary mail in the mail, shall be considered the date of service.
