(a) The urban homesteading program created by this chapter shall be administered by the Department of Community Development. In all cases where property is found to be in a vacant and neglected condition, and where the owner of such neglected property expresses an interest in conveying such property to the City, for a consideration not to exceed one dollar ($1.00), to become a part of the homesteading program, the Department is authorized to act on behalf of the City in securing such property. No conveyance of vacant or neglected property shall be accepted except pursuant to the ordinance authorizing such acceptance.
(b) In administering the homesteading program, the Department of Community Development is authorized to:
(1) Accept and process applications for participation in the program.
(2) Compile and maintain a catalogue of all vacant structures and ground, and determine whether the structures and ground can be rehabilitated or built upon. In carrying out this function, the Department shall utilize the aid and assistance of other City agencies when necessary and prudent.
(3) Enter into contracts to clear City-owned properties of structures which are determined to be in such a deteriorated condition they cannot be rehabilitated.
(4) On an individual property basis, approve applicants for participation in the homesteading program after certifying that an applicant meets program qualifications.
(5) Develop a homestead lottery system designed to select homesteaders from all eligible applicants for participation in the program.
(6) Provide assistance to selected homesteaders in applying for federally guaranteed loans or other loans for building homes or rehabilitating structures.
(7) Process and approve applications, and
A. Execute homestead contracts, and
B. Issue a quit claim deed containing rehabilitation and occupancy requirements, and
C. Issue a certificate of completion to the homesteader upon his/her complying with all covenants in the contracts and quit claim deed.
(8) Provide assistance to homesteaders including but not limited to home ownership seminars and rehabilitation counseling.
(9) Formulate rehabilitation work proposals for all properties acquired for use in the urban homesteading program which will indicate the type and amount of rehabilitation which must be completed.
