1307.08 FAILURE TO OBTAIN PERMITS.
   If any work, including new, alterations, additions, repair, electrical, plumbing, heating, air conditioning, etc., is commenced by a person, firm, corporation or company on a building or structure, whether residential or commercial, before obtaining the requisite and necessary permits from the Engineering, Planning and Building Department, all applicable permit fees set out in Chapter 1309 (“Fees”) of the Codified Ordinances of the City of Warren shall be increased to two (2) times the applicable amount and payable before said work can continue. The payment of such adjusted permit fee shall not relieve any person, firm, corporation or company from fully complying with all the requirements of the City of Warren Building Code, nor shall such payment exempt the person, firm, corporation or company from any other penalty(ies) prescribed within the Codified Ordinances of the City of Warren or elsewhere.
   Within any time period after the first offense, should a person, firm, corporation or company fail for a second time to obtain a requisite and necessary permit(s) from the Engineering, Planning and Building Department, all applicable permit fees set out in said Chapter 1309 (“Fees”) shall be increased to three (3) times the applicable amount and payable before said work can continue. The payment of such adjusted permit fee shall not relieve any person, firm, corporation or company from fully complying with all the requirements of the City of Warren Building Code, nor shall such payment exempt the person, firm, corporation or company from any other penalty(ies) prescribed within the Codified Ordinances of the City of Warren or elsewhere.
   Within any time period after the second offense, should a person, firm, corporation or company fail for a third time to obtain a requisite and necessary permit(s) from the Engineering, Planning and Building Department, the contractor’s registration for that person, firm, corporation or company shall be revoked for a period of six (6) months.
   Within any time period after the third offense, should a person, firm, corporation or company fail for a fourth time to obtain a requisite and necessary permit(s) from the Engineering, Planning and Building Department, the contractor’s registration for that person, firm, corporation or company shall be permanently revoked.
   In addition, if any registered electrical, plumbing, heating or air conditioning contractor performs any work without first obtaining a requisite and necessary permit as set out in Chapter 1307 (“Permits”) of the Codified Ordinances of the City of Warren, the Ohio Construction Industry Examining Board shall be immediately notified by the City to investigate the violation and to take appropriate action against the violator(s).
   Any person, firm, corporation or company has a right to appeal any decision of the City relative to this section pursuant to Chapter 1311 (“Appeals”) of the Codified Ordinances of the City of Warren.
