If any work is commenced by a person, firm, company or corporation engaged in the business of contracting for services to be rendered, in part or in full, as described in Section 1305.015
, whether residential or commercial, before obtaining the necessary and appropriate contractor registration from the Engineering, Planning and Building Department, the appropriate registration fee set out in this chapter shall be increased to two (2) times the applicable amount and payable before said work can continue. The payment of such adjusted registration fee shall not relieve any person, firm or corporation from fully complying with all the requirements of the City of Warren Building Code, nor shall such payment exempt the person, firm or corporation from any other penalty provided for by the Codified Ordinances of the City.
