On receipt of any recommendations from the Planning Commission, Council may approve or reject the urban renewal plan, or make modifications and approve such plan as modified. Approval of the Plan shall be by a majority vote, provided that if the recommendations of the Planning Commission included any disapprovals under Revised Code Section 713.02 not accepted by Council by its modification of the Plan in accordance therewith, then an affirmative vote of two-thirds of the members of Council shall be required to pass such ordinance. In the event that Council approves the urban renewal plan, its approval shall include the following findings:
(a) That the area described in the urban renewal plan is a slum, blighted or deteriorating area;
(b) Such findings as may be required in the event that federal or state financial assistance will be utilized in carrying out the urban renewal plan; and
(c) Such other findings as may be necessary or desirable.
Approval of an urban renewal plan by Council shall constitute an amendment of the City's existing master or general plan, by way of supplementing such master or general plan with the urban renewal plan so approved, and upon such approval said urban renewal plan shall be deemed to be part of the master or general plan of the City, and any conflicting portions of the master or general plan as it previously existed shall be deemed to have been superseded by said urban renewal plan.
