After the hearing and Planning Commission review of the urban renewal plan and its supporting studies and reports, the Planning Commission shall submit in writing to City Council its approval or recommendations concerning the urban renewal plan. The approval of the Commission shall also constitute its approval of those matters placed under its jurisdiction by Section 713.02, Revised Code, except as the recommendations of the Commission may include a disapproval pursuant to such section. Except as recommendations are received from the Planning Commission, the Plan shall be conclusively presumed to have been approved by the Planning Commission within 15 days after final adjournment of the hearing.
