139.03 DUTIES OF DEPARTMENT.
   It shall be the duty of the Department of Community Development through appropriate action, approved or authorized by Council to:
   (a)   Prepare and keep current a development plan for the City, showing the most desirable use of land, and including recommendations for residential, recreational, commercial, industrial and other uses, as well as recommendations for proper location and types of thoroughfares, streets, bridges, airports, parks, playgrounds, public grounds, public buildings, utilities, transportation terminals, waterways, sewerage, public housing and redevelopment and renewal projects. This development plan shall consist of a future land use plan, a proposed neighborhoods plan, a thoroughfare plan, a community facilities plan, a five-year program of public improvements, plans for the development, redevelopment, renewal, conservation or improvement of specific areas and such other plans and reports as Council and/or the City Planning Commission may from time to time deem necessary or appropriate. Such plans must be based on studies of physical, social, economic and governmental conditions and trends and should promote with the greatest efficiency and economy the coordinated development of the Municipality and the general welfare of its people. Council shall adopt this development plan or any part or amendment thereof either by a single resolution or by successive resolutions. Prior to the adoption of the development plan or any part or amendment thereof, the Department shall file in the office of the Clerk of Council, a copy of such plan or amendment and hold at least one public hearing thereon on thirty days’ public notice.
   (b)   Exercise all powers and duties necessary for the administration and enforcement of zoning regulations adopted by Council, including such powers and remedies as are granted by the Ohio Revised Code for enforcement of zoning regulations adopted thereunder. However, the Executive Director may, from time to time, delegate to the City Building Inspector such powers and duties under this subsection as he may deem in the best interests of the efficient administration of the Zoning Code.
   (c)   Prepare and revise annually a program of public improvements for the ensuing five years and submit annually to the Chairman of the Finance Committee of Council and to the Mayor at such time as the Chairman of the Finance Committee may direct, its recommendations with estimates of cost, arrangement of projects in order of relative need and all other pertinent data for such projects to be undertaken in the ensuing fiscal year and in the full five-year period.
