The Executive Director of Community Development, with the approval of Council, may engage, within the limits of available funds, the services of such planning, development, engineering, legal, architectural and other technical consultants as are necessary to carry out the program of the Department of Community Development. The Executive Director shall organize and direct the administration and activities of the Department. He shall assign and reassign activities, officers and employees and shall make all rules and regulations which he may deem necessary or desirable for the efficient operation of the Department.
