131.09 AUXILIARY, VOLUNTEER HANDICAP PARKING ENFORCEMENT PROGRAM.
   An auxiliary, volunteer unit is hereby created and established within the Police Department of the City for the purpose of assisting the Department in the enforcement of those ordinances of the City which restrict parking of motor vehicles in handicap parking areas. Such unit shall be known as the "Auxiliary, Volunteer Handicap Parking Enforcement Unit" hereinafter in this section referred to as "the Unit".
   The members of the Unit each of whom shall be a volunteer and at least twenty-one years of age, shall be appointed by the Director of Public Service and Safety. Each member shall serve so long as the Director may direct.
   The Chief of Police shall be the commanding officer of the Unit and shall have control of the assignment, training, stationing and direction of work of the Unit. The members of the Unit shall obey the chain of command of the Police Department of the City and shall take orders from all regular appointed members thereof. The members of the Unit shall, and hereby do, have authority to issue citations for parking violations, but only as to violations of Section 351.04 (e) or other like ordinances of the City, which restrict parking of motor vehicles in handicap parking areas. All services performed by members of the Unit shall be on a voluntary basis and within the City.
   The Director of Public Service and Safety shall prescribe rules and regulations, not inconsistent with this section for the organization, training, administration, conduct and control of the Unit.
