131.04 COPIES OF POLICE REPORTS; FINGERPRINTING SERVICES.
   (a)   Photostatic copies of police reports, to which the public is entitled to be given by law, or otherwise, shall be furnished to interested parties, or their representatives, at reasonable times upon request duly made. There shall be collected at the time that any such photostatic copy is furnished the actual cost for each such report photocopied.
   (b)   Police reports to which the public is entitled to be given by law, or otherwise, shall be checked by the Police Department within a reasonable time upon request duly made. There shall be collected upon the conclusion of any such record check a charge representing the actual cost of each such record checked.
   (c)   Fingerprinting services shall be provided to the public by the Police Department within a reasonable time upon request duly made. Except for fingerprinting services provided pursuant to a child identification program or provided relative to alien registration for citizenship, which shall be provided at no charge, a charge of ten dollars ($10.00) per person fingerprinted shall be collected upon the rendering of any such fingerprinting services. The Chief of Police may waive this fee upon good cause shown.
