131.02 DUTIES OF POLICE CHIEF.

It shall be the duty of the Chief of Police to have charge of the Police Department and to have exclusive control of stationing and transfer for all patrolmen, officers and employees in the Department, under such general rules and regulations as the Director of Public Service and Safety may prescribe.
