Every person having any wire charged with electricity running through a public ground shall temporarily remove such wire, or the electricity therefrom, when it shall be deemed necessary by such person and the Arbor Commission in order to take down or prune any trees growing on a public ground. Such removal shall be made within twenty-four hours after the service upon the owner of such wire or his agent of a written notice to remove such wire, or the electricity therefrom, signed by the Director of Public Service and Safety.
