911.06 METHOD AND MANNER OF NUMBERING.
   Proceeding from the base lines, a number shall be assigned to every ten feet of frontage. All streets extending north and south shall begin numbering with one hundred at the east and west base line and shall increase in both directions from this base line. All streets extending east and west shall begin numbering with one hundred at the north and south base line and shall increase in both directions from this base line. Units of one hundred numbers may be assigned each City block, as nearly as practical, but where a block exceeds five hundred feet in length, an additional unit of one hundred numbers shall be assigned.
   Unused numbers in a unit shall be dropped at the end of each block. To rectify or even up the numbers at intersecting streets to correspond with the numbers on parallel streets, not only the unused numbers in a unit shall be dropped but also the unused units may be dropped as well.
   Even numbers shall be placed on the right-hand side of all streets progressing with the numbers, and all odd numbers shall be placed on the left-hand side progressing with the numbers.
