The base line from which to number all buildings on streets, roads or courts extending in an easterly and westerly direction shall be North Park Avenue and South Park Avenue to Walnut Street, where the base line shall be projected southerly to the center line of the Mahoning River and thence southerly along the center line of such river to the City limits.
The base line from which to number all buildings on avenues, roads or places extending in a northerly or southerly direction shall be East Market Street and West Market Street, both base lines thus established extending continuously from corporation line to corporation line.
