129.14 DEPARTMENT OF HUMAN RESOURCES.
   (a)    There is hereby established a Department of Human Resources within the Department of Public Service and Safety to be composed of a Personnel Director and such other employees as may be authorized by Council.
   (b)    The Personnel Director shall have as part of his/her qualifications not less than a bachelor's degree, preferably with a major in public, personnel or business administration, and not less than five years' experience in the management of personnel.
   (c)    The Department of Human Resources shall coordinate the personnel functions of the City.
