(a) There is hereby established and shall be maintained in the City, a City jail in the Municipal Justice Center.
(b) The City jail may be used for the confinement of such persons as are arrested and held for trial for the violation of any ordinance of the City, or for the confinement of any other persons who are arrested for the violation of any State or United States Statute when the arrest is made by any police officer of the City, or by the assistance of any such officer, and when the confinement in the jail for the violation of the State or the United States Statute is temporary only.
(c) The Director of Public Service and Safety shall make necessary and proper provisions for the maintenance, support and care of all persons confined in the City jail and the maintenance of the jail itself in a safe, clean and healthful condition.
(d) Under the supervision of the Director of Public Service and Safety, the Chief of the Police Department, or other police officers under his direction and instructions, shall see that all prisoners who are confined in the City jail are properly provided with food, sustenance and, if necessary, medical and surgical attention, and that the jail is warmed and ventilated and comfortable bedding furnished therefor.
