   762.02 REGISTRATION OF PESTICIDE USERS.
   On and after November 1, 1993, no user of pesticides shall engage in the use, spraying or application of pesticides within the City limits without first registering with the Mayor. A user of pesticides is subject to all conditions of this chapter and, in addition, shall provide proof of a current Ohio pesticide law license to be furnished at the time of registration.
   Engaging in the use, spraying or application of pesticides without registering is a violation of this chapter.

   762.03 NOTICES REQUIRED.
   (a)   No user of pesticides shall use, spray or apply any pesticide within the City unless, at or before the time of application, the information described in subsection (b) hereof has been provided to the owner(s), tenant(s) and occupant(s) upon whose property the pesticide is to be applied.
   (b)   The information to be provided shall be in writing and shall include not less than the following:
(1)   The brand or common name of each pesticide to be applied; and
(2)   The range of concentration of end use product to be applied and the rate of application; and
(3)   Any special instruction appearing on the label of the pesticide applicable to the occupant's use of the lawn following application; and
(4)   The name and telephone number of the employer of the user of pesticide; and
(5)   The date and approximate time of pesticide application.

   762.04 NOTICE AND DUTIES TO OCCUPANTS OF ABUTTING PROPERTY.
   (a)   No user of pesticides shall use, spray or apply any pesticides in the City unless, at least twenty-four hours prior to the time of application, a reasonable attempt has been made to provide the following information, in writing or orally, through in-person or telephone communication, to the persons residing on each property abutting the property on which the pesticide is to be applied:
(1)   The date and approximate time of pesticide application; and
(2)   The name and telephone number of the employer of the user of pesticide; and
(3)   The brand or common name of each pesticide to be applied.
   (b)   In the event that a user of pesticides is unable to provide a notice required in subsection (a) hereof due to the absence or inaccessibility of the persons to be notified, the user shall leave a written notice at the property to be notified at a reasonable time prior to the time of application. Such notice shall provide the information specified in subsections (a)(1), (2) and (3) hereof.
   (c)   No user of pesticides shall fail to remove from any public sidewalk or the driveway of an abutting property any pesticide which may have been placed thereon during the application of the pesticide.
