(a) No person, regardless of whether or not that person is otherwise duly licensed or otherwise permitted, shall sell, barter, offer for sale or expose for sale, any merchandise anywhere upon or within a City park or other premises owned by the City at any time whatsoever that the park or other premises is reserved, wholly or partly, as the site of a special event unless so authorized by the organizer of the special event and unless subject to the applicable terms and conditions for that special event.
(b) No person, regardless of whether or not that person is otherwise duly licensed or otherwise permitted, shall sell, barter, offer for sale or expose for sale, any merchandise upon any street location existing within 300 feet out from the boundary of a City park or other premises owned by the City at any time whatsoever that the park or other premises is reserved, wholly or partly, as the site of a special event, unless so authorized by the organizer of the special event and unless subject to the applicable terms and conditions for that special event.
