(a) A license granted under the provision of this chapter shall be valid for a period of one year to run from February 1 to January 31 of the following year. A license issued after February 1 of any year shall not have the fee prorated.
(b) A license shall be renewed each year before the date of expiration upon the same terms and conditions required for the issuance of a license as contained in this chapter and a renewal fee of one thousand two hundred dollars ($1,200) shall accompany the application.
