(a) A licensed towing firm or tow truck operator shall charge no more than the following schedule of rates for services performed under this chapter.

(b) For any service not covered in this schedule, the licensee shall charge not more than the regularly established rate for such service.
(c) Council shall review and modify, if appropriate, the fee structure every four years.
(d) A towing firm shall not charge more than one-half of the standard towing charge for any call which is canceled prior to any hook-up.
(e) Towing firms shall not charge for storage for any period in excess of thirty days; unless written authorization is received from the Traffic Division extending the chargeable storage period and the Director of Public Service and Safety shall be notified within three working days in writing.
