(a) Application for a towing license shall be made to the Director of Public Service and Safety upon forms prepared and approved by him that may require the disclosure of such information by the applicant that is reasonably needed to show compliance with this chapter and to demonstrate the capability and responsibility of the applicant to perform the required service.
(b) The application shall be accompanied by a nonrefundable fee of one thousand two hundred dollars ($1,200) to cover the costs of required inspection and processing.
(c) Upon receipt of an application, the Director shall refer it to the Traffic Bureau for inspection and report, and a license shall be issued by the Director to a qualifying applicant.
