In any situation involving a motor vehicle, where because of accident, emergency, absent owner or operator or when required by law or ordinance the vehicle must be removed from a location, towed and stored, and the owner or operator cannot or does not exercise a preference for a towing service, the City shall arrange for such service on behalf of the owner or operator by a towing firm licensed pursuant to this chapter.
