745.29 TAXICAB STANDS.
   Taxicab stands shall be established throughout the City only at such places as shall be determined by the Director of Public Service and Safety. The Director of Public Service and Safety shall designate and allot to each taxicab company such taxicab stands as deemed necessary to each licensed company, taking into consideration the number of taxicabs in operation by each company and the relative value for taxicab purposes of the various taxicab stands; provided, however, that no taxicab stand shall be allotted to any taxicab company until such company has obtained written consent from the owner of adjoining property so to occupy such stand. At no time shall any taxicab stand, on a public street, be occupied by more than two taxicabs.
   Whenever the Director of Public Service and Safety deems it necessary for the public peace, health, safety, convenience or general welfare, and after notice and hearing as set forth in this chapter for the granting of an application for a certificate of public convenience and necessity, the Director of Public Service and Safety may, by administrative order, change or discontinue any taxicab stands theretofore established.
