745.20 APPEAL FROM DECISION OF SUSPENSION; FEE INCREASE.
   If the Director of Public Service and Safety refuses to grant a license to a driver, or if such license already issued is revoked, or if such license is suspended for a period of longer than ten days, or if there is the denial of a fee increase, the person affected by such refusal, revocation, suspension or fee increase denial may appeal that decision to the Board of Control who shall have the right, after hearing the merits of the decision to deny, suspend or revoke a license, to affirm, modify or reverse the decision of the Director of Public Service and Safety. Any person desiring to make such appeal shall make it in writing to the office of the Mayor within a period of ten days after such refusal, revocation or suspension.
