No person shall be issued a cabby license under this chapter unless such person meets the following requirements:
(a) He/she shall be of the age of eighteen or over, a bona fide resident of the County for ninety days next preceding the date of such application.
(b) He/she shall have a valid vehicle operator's license issued by the State.
(c) He/she shall be of sound physical health with good eyesight, and no bodily or mental infirmities which would render him/her unfit for the safe operation of such public motor vehicles.
(d) He/she shall be clean in dress and person and not be addicted to the use of intoxicating liquors or drugs.
