Whenever the Director of Public Service and Safety deems it necessary for the public peace, health, safety, convenience or general welfare, and after notice and hearing as this chapter has set forth, of an application for a certificate of public convenience and necessity, the Director of Public Service and Safety may revoke any such certificate of public convenience and necessity therefor granted. If such certificate of public convenience and necessity is for a franchised company, Council shall hold hearings and order the revocation, if deemed necessary for the public good.
