At the time of issuance of a certificate of public convenience and necessity, and annually thereafter on or before December 31 of each calendar year, every taxicab company operating in the City shall pay, to the Director of Public Service and Safety, or department designated, a fee according to the following schedule. Such fee shall be in addition to the cabby license fee as required by this chapter:

Nothing contained in this section shall be construed to mean that there shall be any refund, or prorated service time, of any license fee so paid in case any taxicab is taken off the streets and not thereafter operated by the company. If a vehicle is replaced by another and the same Ohio license plates are used, the company shall inform the Director of Public Service and Safety and have the replacement vehicle logged and approved.
