Upon application by an applicant for a certificate of public convenience and necessity, and certification that all provisions of this chapter have been met the Director of Public Service and Safety, or department designated, shall issue a certificate of public convenience and necessity to such company. Such applications for a franchise agreement shall have approval of Council prior to issuance by the Director of Public Service and Safety.
