745.04 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY REQUIRED.

No taxicab company shall operate any taxicab for the transportation of persons over any of the streets of the City without first obtaining from the Director of Public Service and Safety a certificate declaring that public convenience and necessity require such operation.
