The Director of Public Service and Safety is authorized:
(a) To supervise and regulate the operation of all taxicabs within the City; and
(b) To require the filing of annual reports, rates of fare, schedules and other data by all taxicab companies operating within the City to the end that this chapter shall be carried out fully and completely; and
(c) To prescribe rules and regulations and to issue orders in conformity with the provisions of this chapter and the Traffic Code applicable to any and all such taxicab companies.
