(a) No person, licensed or otherwise, has, nor shall have any exclusive right to any location in any street or any other premises owned by the City for the purpose of selling, bartering, offering for sale or exposing for sale, any merchandise. No person shall sell, barter, offer for sale or expose for sale, any merchandise upon any portion of a street or any other premises owned by the City in such a manner so as to impede or inconvenience the public.
(b) No person who sells, barters, offers for sale or exposes for sale, any merchandise from a cart, wagon, automobile or any other type of vehicle or conveyance, while anywhere upon any portion of a street or any other premises owned by the City, shall carry, display, store or keep any merchandise unless that merchandise is in or on the cart, wagon, automobile or other vehicle or conveyance being used.
While operating within residential areas of the City all vendors described in the preceding paragraph shall be required to keep moving throughout the day. No vendor will be allowed to park, or otherwise sit still for longer than to service customers immediately within the vicinity of the vendor's vehicle.
