The Mayor shall not issue a license to any owner or exhibitor who installs or proposes to install any gambling device per se. The Mayor shall not issue a license or registration for any device that is adapted to or may be readily converted into a gambling device.
No license shall be issued to an applicant therefor until the Mayor has found that such applicant is of good moral character, the lack of which on the part of the applicant shall be deemed grounds for denial of, or revocation of such license by the Mayor.
No license issued under this chapter shall be transferable to any other person.
