No junk shall be stored in the City unless the same be in a building or enclosed yard. Such junk so stored, whether inside of building or enclosed yard, shall be so piled or placed that adequate passageways are open. Junk piled in an enclosed yard shall not be piled closer than five feet from the fence enclosing the yard.
