All premises used as a junk yard, junk shop or a yard upon which wrecked cars or any salvage or wreckage of any kind is stored shall be kept and maintained in as clean and sanitary condition as such business will reasonably permit. Such premises shall be maintained so that rats, vermin and fire hazards are, as far as practicable, reduced to a minimum.
