No person shall maintain a junk yard, junk shop or a yard upon which wrecked cars or any salvage or wreckage of any kind is stored, within the corporate limits, unless such business is carried on entirely inside a building, or unless the premises upon which such business is conducted, be entirely enclosed by a fence as described in Section 727.03
